FOUNDER


Andrew Lee Chong

Age: 56

35 Years of Maritime Experience

Career Experience:
Before founding ALC Consulting Services Pte Ltd, Andrew was also a co-founder of Insight Group Pte Ltd and had directorial duties in several international surveying firms. Andrew has hands-on experience dealing in various marine cargo, hull, technical and claim consultancy works over the course of 35 years. During his time, he has overseen and conducted the outturn inspection and supervision of discharge shipments of MRT trains for Woodland Line Extension, North-East Line and Changi Airport Line. In addition, he has also conducted an investigation into an environmental pollution liability claim arising from oil spillage in the course of a product tanker berthed at an oil terminal. Andrew has also handled many major engineering losses involving various types of plant and machinery including cranes, computers and manufacturing facilities on board vessels.

He is an approved surveyor for a large number of offshore transportation projects and high-worth projects in the ASEAN region over the years. As a Licensed Appraiser, Andrew also sits on various local and international banks’ panel of ship valuation and has provided expertise for many ship valuations in Singapore and around the world.

MANAGING DIRECTOR/PRINCIPAL SURVEYOR

Captain Baharudin Ishak

Age: 47

30 Years of Maritime Experience

Career Experience:

Captain Baharudin Ishak spent 12 years sailing on board various merchant ships with Neptune Orient Lines. During the sea-going days, he worked his way from deck cadet to master and had overseen many shipboard operations such as safe loading, safe stowage, safe unloading of cargo for clients and various forms of shipboard maintenance and management amongst others. After obtaining his Class 1 Master Mariner Certificate of Competency, he was assigned as a training officer training officer on board an oil tanker to train deck cadets, officers and crew on oil tanker procedures. In 1996, Captain Baharudin was assigned to Hiroshima, Japan to supervise the construction and new-building programme of a series of oil tankers for Neptune Orient Lines. He was involved from start to end and subsequently took delivery and command of a new oil tanker. 

In addition to his sea-going experience, Captain Baharudin Ishak spent 12 years honing his skills at Insight Marine Services Pte Ltd and left as the Head of the Marine department. In these 12 years, he had handled a wide array of claims for hull and machinery, discrepancy in quantity and quality of marine bulk oil cargo, legal liability of shipbuilders and repairers, pre-charter and off-charter, pre-purchase and pre-risk general condition surveys, ship valuation and appraisal surveys for leading local banks and international banks, finance companies as well as The Supreme Court of Singapore.

Sunu Lazar

Age: 44

20 Years of Maritime Experience

Career Experience:
Sunu started his seagoing career in 1989 as an assistant engineer with Thome Shipmanagement on board a VLCC oil tanker trading between Europe and America. In 1990, he sailed as a 5th engineer with Nordic Oriental on board a general cargo ship that was trading worldwide. In 1991, Sunu joined Neptune Orient Lines and sailed on board various product tankers, bulk carriers, cargo ships and container ships, rising through the ranks from 5th engineer to 2nd engineer.

Since 2004, Sunu has work as a marine surveyor and had a wide wealth of experience in handling valuation surveys, pre-purchase inspections, vessel construction surveys, H&M claims and various technical marine works. His seagoing experience and wide technical knowledge were called upon for much of his work as a marine surveyor.

To better handle the marine surveying work that involved insurance claims, Sunu obtained his Diploma in General Insurance with the Chartered Insurance Institute, London in 2004. Currently, he is pursuing his Advanced Diploma in Insurance (ACII, UK). His technical knowledge coupled with his insurance credentials will equip him to handle the most demanding tasks for marine insurance works.

BUSINESS DEVELOPMENT MANAGER



Jason Lee

Age: 28

4 Years of Maritime Experience

Career Experience:
As the business development manager, Jason is overseeing the main functions of the company and work closely with Captain Baharudin to ensure that ALC Consulting Services is expanding regionally. In 2011, he has developed another branch office in Malaysia via a joint venture with Sandilands Claims & Settlements Sdn Bhd (one of the oldest survey firms in Malaysia and a Lloyd’s agent) to establish ALC Consulting Services’ presence in Port Klang and Pasir Gudang. Another subsidiary for ALC Consulting Services to provide complementary services was started in 2011. He is working towards establishing the company presence in the following countries – Indonesia, Hong Kong, Thailand and China.

Besides looking after the expansion of ALC Consulting Services, Jason handles the financial, accounting, marketing, human resources and staff aspects of the company.

In addition to his work at ALC Consulting Services Pte Ltd, Jason has considerable years of experience working in the ship construction sector, in a shipping company and in a ship management company.

SENIOR SURVEYOR

Azmi Mohamad

Age: 33

12 Years of Maritime Experience

Career Experience:
Graduating from Singapore Polytechnic with a diploma in Maritime Transportation, Azmi has been involved in the maritime industry since. His sailing experience includes that as a Deck Cadet Officer on board a product tanker during his course of study. Due to his qualification, he was assigned as a Patrol Officer in the Singapore Police Coastguard for his national service stint.

In 1998, Azmi joined the Insight Group as a marine surveyor dealing with a wide range of surveys. He developed his skills and experience over a decade, handling surveys such as cargo loss investigations, loading and unloading surveys, stowage and towage approvals, road transit escort surveys and also maritime works such as on-off charter surveys, valuation works, and general condition surveys. His work ability is seen through his major involvement in handling of cargo claims for local and international underwriters and principals such as Lloyds Agency, CESAM, AIMU, and VRS Universe.

Currently, Azmi is pursuing a diploma in insurance/maritime studies to better understand the works behind insurance and liability claims.

SENIOR SURVEYOR

 

Muhamad Luthfi

Age: 37

10 Years of Maritime Experience

Career Experience:
Luthfi started out as a surveyor at SGS Testing and Control where he was involved in the inspection, sampling and preparation process of final samples such as minerals, agricultural products and liquids. In addition, he had to survey and oversee cargo loading and unloading, stock verification of bulk and bagged cargo and various containerized cargo works. In 2004, he joined the Insight Group as a surveyor in Insight Marine Services. As a marine and cargo surveyor, Luthfi had dealt with a wide range of cargo surveys such as cargo claims, loss investigations and risk surveys and marine works such as on-off charter surveys, general condition surveys and valuation surveys.

During his time at Insight Marine Services, Luthfi was tasked to handle major cases with local and international underwriters and insurers such as Lloyds Agency, CESAM, AIMU, and VRS Universe. He has also handled non-marine surveys and loss adjustments cases such as bailees, stevedore liabilities, freight forwarders and public liabilities and personal accidents.

Having sailed on board various Maersk Line vessels as a Deck Cadet Officer in his course of study, Luthfi also had firsthand experience on various types of cargo handling operations on board tankers, container ships and bulk carriers.

Muhd Harris Rahmat

Age: 25

4 Years of Maritime Experience

Career Experience:
Armed with a diploma in Marine Engineering from Singapore Polytechnic, Harris has been involved in the marine surveying industry at ALC Consulting Services since 2008. He has been exposed to a wide range of marine and cargo surveys and has utilized his professional skills and training to attend to these cases.

Harris has been promoted to take out more challenging tasks such as valuation surveys in the region and is actively involved in major cargo claims and container cargo works for the P&I clubs.

Currently, Harris is pursuing a certificate in insurance (CGI-SCI) and an advanced diploma from Instituted of Chartered Shipbrokers (ICS) to better understand the works of his industry and clients.

Von Chee Kee

Age: 27

4 Years of Maritime Experience

Career Experience:
Von has been involved in the maritime industry since 2007 and has been training under Baharudin since. Over the years, he has work as a marine surveyor and developed his skills and experience over the years, handling surveys such as cargo loss investigations, loading and unloading surveys, road transit escort surveys and also maritime works such as H&M surveys, P&I surveys, on-off charter surveys, valuation works, and general condition surveys.

At ALC Consulting Services, Von has been exposed to undertake marine cargo and H&M cases.

Edi Martinus

Age: 35

12 Years of Maritime Experience

Career Experience:
Edi had worked onboard various vessels performing various duties. He was a Chief Officer onboard a tug boat for 2 years, a Master on a tug boat for 5 years and a marine superintendent and owner’ representative for 2 years. As a marine surveyor, Edi has conducted inspections into a wide array of cases, such as claims for incident investigations, pre-charter and off-charter, pre-purchase and pre-risk general condition surveys.

Eddy Tanalagu

Age: 42

14 Years of Maritime Experience

Career Experience:

Over the span of a decade, Eddy has worked at 3 major shipyards in Indonesia overseeing the construction of brand new tugs and barges, major projects involving Accommodation work barge, Ferry Ro-Ro, Cargo Vessel, Cable laying vessel, Floating Dock vessel and various conversion work. As the supervising officer at the yards and a shipbuilding engineer by training, Eddy has been able to put his practical knowledge and seasoned experience into good use as a marine surveyor. At ALC Consulting Services, Eddy is actively involved with our H & M and P & I cases around the region.

DIRECTOR/BUNKER SURVEY

Surrjit Sirna

Age: 48

15 Years of Maritime Experience

Career Experience:
Surrjit is a well qualified bunker surveyor and has conducted petroleum supplies inspection for 3000 vessels without any major incidences or disputes with the relevant port authorities. In addition, Surrjit has overseen general cargo valuation inspections for the International Monetary Fund organization. He has also held the position of a operation supervisor for bunker tanker delivery from Japan to Singapore and supervised dry docking operations and inceptions in his career.

SURVEYOR/CLAIMS ADJUSTER

Penny Chua

Age: 25

5 Years of Experience in Claims Handling

Career Experience:
Penny started her claims handling career in 2006, as a Paralegal with Tan Lee & Partners, a law firm specialized in civil litigation, particularly claims and contractual dispute in the building and construction industry.

In 2007, she assisted her firm’s solicitor, Mr. Michael Por Hock Sing & Mr. Lee Chow Soon in drafting of pleadings, reviewing of contracts as well as court attendances in cases appointed by some leading main contractors and consultants; such as PentaOcean, Sato Kogyo, Kurihara, Loh & Loh, Rodney Chng & Associates, Davis Langdon & Seah etc.

She left the legal industry and joined Insight Marine Services Pte Ltd in 2008, dealing with claims and policy liability of different natures, including general cargo, pleasure crafts, injuries, workmen’s compensation, public liability, product liability, investigation and general average. The legal background and knowledge she acquired during her times as a Paralegal served her well as she handle important and big claims in loss assessment, general average, and settlement of 3rd party claims and investigations of losses.

Raymond Lim Gek Liang

Age: 56

Career Experience:
Raymond has many years of experience in marine surveying. His time at Continental Marine & Consultants and Insight Marine Services spanned over 17 years. Garnering his experience at both Marine Surveying firms, Raymond is well-versed in handling a wide array of claims for hull and machinery, discrepancy in quantity and quality of marine bulk oil cargo, legal liability of shipbuilders and repairers, pre-charter and off-charter, pre-purchase and pre-risk general condition surveys.
